Linley Wilson is a Partner at Holtzman Vogel, focusing her practice on constitutional law, appellate litigation, election law, and government affairs.

Prior to joining the firm, Linley served as Deputy Chief of Staff & General Counsel for the Arizona House of Representatives, where she provided strategic legal counsel on complex legislative matters and managed legal operations for the legislative body. In this role, she advised the Speaker of the House on litigation matters, provided legal advice and guidance to the Republican Caucus on issues of statewide concern, researched and evaluated the constitutionality of proposed legislation, and directed legislative investigations. She also assisted with employment and personnel matters, compliance issues, and legislative process while providing guidance to Majority Policy Staff on the policy, politics, and impact of proposed legislation.

While at the Arizona Attorney General's Office, Linley rose through the ranks to become Criminal Appeals Chief Counsel & Deputy Solicitor General. In this role, she led the Criminal Appeals Section across offices in Phoenix and Tucson. She wrote amicus briefs on behalf of Arizona and the Arizona Attorney General in state and federal courts in high-profile cases on issues of statewide importance and assisted the Solicitor General's Office in federalism and election integrity matters.

As Deputy Solicitor General in the Appeals & Constitutional Litigation Division, she conducted public monies investigations, investigated and litigated legislators' allegations of state law violations by cities and towns, and assisted the Election Integrity Unit in defending and enforcing state election laws during the COVID-19 pandemic. She drafted and edited Arizona Attorney General opinions and represented the State in high-profile appeals involving constitutional claims.

Earlier in her tenure at the AG's Office, Linley served as Unit Chief Counsel for Criminal Appeals, where she supervised five Assistant Attorneys General, edited appellate briefs, and participated in moot courts while carrying a full caseload. As an Assistant Attorney General, she represented the State in state appellate courts to defend felony convictions throughout Arizona and represented the Director of the Arizona Department of Corrections in federal courts in habeas corpus proceedings.

Linley began her legal career as a Judicial Law Clerk to the Honorable Jon W. Thompson at the Arizona Court of Appeals. She also served as a Law Clerk at the Institute for Justice's Arizona Chapter, where she gained experience in constitutional litigation and civil liberties matters.
