Rob Cohen is a partner at Holtzman Vogel, where he advises clients on political law compliance, campaign finance, lobbying regulations, gifts,  Foreign Agents Registration Act (FARA) and internal and government investigations. With three decades of experience navigating complex political and regulatory landscapes, Rob offers sophisticated compliance experience to corporations, partnerships, trade associations, and individuals.

Prior to joining Holtzman Vogel, Rob served as Executive Director of Political Risk and Compliance at KPMG LLP, where he created and led the firm's national political compliance program. In this role, he developed and implemented comprehensive policies and procedures and provided  advice governing FARA, lobbying, gifts, Pay-to-Play, PAC activities, FCPA compliance, and government contract certifications. Rob routinely conducted internal investigations and audits, responded to government audits, inquires, and investigations, and delivered training to thousands of employees on political law and compliance matters.

Previously, Rob held senior positions at prominent law firms, where he counseled clients on the full spectrum of political compliance issues and represented them in government investigations. His career also includes extensive lobbying and government relations experience, including service as Vice President of Government Relations at Intrado, where he established and managed the company's Washington, D.C. office and led federal political compliance efforts for the publicly traded technology company.

Rob's deep understanding of both regulatory requirements and practical implementation stems from his early career in government service. He served as Minority Counsel and later Majority Counsel to the U.S. Senate Committee on Small Business, where he drafted and negotiated legislation, prepared hearing materials for Committee members, and conducted investigations. He also served as Assistant Chief Counsel in the Office of Advocacy at the U.S. Small Business Administration, representing the agency before the White House, federal agencies, Congress, and the small business community.
