Palmer Williams is a partner at Holtzman Vogel and focuses her practice on political and regulatory law and litigation, including appellate law and constitutional law. Her work spans the areas of government relations, government ethics and compliance, and non-profit and tax-exempt organizations.
Palmer has helped shape legal strategies and draft amicus briefs in significant Supreme Court cases involving constitutional and regulatory issues. She has also represented clients before international bodies, including the United Nations, offering counsel on global policy initiatives, international legal standards, and multilateral advocacy efforts.
Before joining Holtzman Vogel, Palmer served as General Counsel and Senior Policy Advisor for the Ethics and Religious Liberty Commission, where she oversaw legal strategy and public policy engagement at both the federal and international levels. She also previously served as an Associate Professor at Lipscomb University’s College of Leadership and Public Service, where she taught on law, governance, and international affairs.
