New York State Legislature Passes Bill to Give State Party Committees the Power to Expel Party Members

In the final days of the 2025 New York state legislative session, the Senate and Assembly approved a bill to give the state committees of political parties a role in the disenrollment process. Disenrollment, while rarely used, is a process by which political parties, after a hearing and court proceeding, may expel members from their party.
Currently, the process for disenrollment may only be undertaken by county committees of political parties. Under the legislation just passed by the state legislature, state committees may appoint a person or persons to stand in the place of a county party chair in those counties where the party does not have an organized committee.
The bill will now go to Governor Kathy Hochul for her signature or veto. Should she sign the bill, it will take effect immediately.
