Holtzman Vogel Adds Robert Cohen as Partner, Expanding Its National Corporate Political Law and Compliance Leadership
Holtzman Vogel, a nationally recognized law firm specializing in political law, regulatory matters, and high-stakes litigation, today announced that Robert Cohen has joined the firm as a partner, based in Washington D.C., adding significant depth to the firm’s corporate political law and compliance, internal and government investigations practices.
With more than three decades of experience navigating complex political and regulatory environments, Cohen advises corporations, partnerships, trade associations, and individuals on political law compliance, campaign finance, lobbying regulations, gifts, the Foreign Agents Registration Act (FARA), and internal and government investigations. His arrival marks another strategic expansion of Holtzman Vogel’s deep bench of nationally recognized political law and compliance practitioners.

Prior to joining Holtzman Vogel, Cohen served as Executive Director of Political Risk and Compliance at KPMG LLP, where he created and led the firm’s national political compliance program. In that role, he developed and implemented comprehensive policies and procedures governing FARA, lobbying, gifts, Pay-to-Play, PAC activity, and government contract certifications. He routinely advised the firm and its personnel on federal, state, and local political compliance matters, conducted internal investigations and audits, responded to government inquiries, audits, and investigations, and trained thousands of employees on political law and compliance matters.
Cohen’s approach is grounded in deep government experience. He has held senior roles at prominent law firms, counseling clients across the full spectrum of political compliance issues and representing them in sensitive government investigations. Earlier in his career, he served as Minority Counsel and later Majority Counsel to the U.S. Senate Committee on Small Business, where he drafted and negotiated legislation, prepared hearing materials, and conducted investigations. He also served as Assistant Chief Counsel in the Office of Advocacy at the U.S. Small Business Administration, representing the agency before the White House, federal agencies, Congress, and the small business community.
Cohen holds a J.D. from Emory University School of Law and a B.A. in Politics from Brandeis University.
