U.S. District Judge James D. Cain Jr. granted Louisiana's motion for a preliminary injunction in litigation accusing the Environmental Protection Agency of improperly asking state-level environmental regulators to analyze a project's potential impact on nearby communities of color before granting Clean Air Act permits, rejecting the EPA's motion to dismiss.
