Kevin Kreutz is a partner at Holtzman Vogel with a practice focused on complex civil litigation, government and internal investigations, and regulatory enforcement, with particular concentration in the healthcare and financial services industries.
Prior to joining the firm, Kevin was Deputy Attorney General at the Office of the Tennessee Attorney General. There, he served as supervising attorney over litigation teams representing the State in false claims act litigation, constitutional challenges, federal civil rights cases, and administrative proceedings. He supervised a high-volume docket of civil matters pending in federal courts, state courts, and administrative forums.
Kevin advised the Governor of Tennessee and the Tennessee Department of Health on risk management, performance obligations and antitrust issues tied to the largest state-supervised healthcare monopoly in the United States. He also regularly briefed senior state officials on the status of investigations and litigated matters, and he counseled decision makers on how litigation strategy carries into compliance obligations, operational outcomes, and public relations exposure.
Previously, Kevin served as an Assistant Attorney General in the Financial Division, advising and defending the Tennessee Treasury, the Department of Commerce and Insurance, the Department of Financial Institutions, and the Department of Economic and Community Development on financial services regulation, securities, insurance, and digital assets. He also served as lead litigation counsel to the State in a preemption challenge under the Employee Retirement Income Security Act to Tennessee’s regulation of pharmacy benefit managers.
Before entering state government in Tennessee, Kevin spent nearly six years as senior in-house litigation counsel to the California Public Employees’ Retirement System, the nation’s largest public pension fund. He handled many of the fund’s high-profile matters, including challenges to public pension reform legislation, constitutional claims involving vested rights, and defending the fund’s exercise of its fiduciary obligations to proactively modify employer‑eligibility requirements to protect its tax-qualified status. He also oversaw and expanded outside counsel panels, with responsibility for strategy, performance, and cost, advised executive leadership on litigation risk, regulatory compliance, and proposed legislation, and conducted internal employee investigations for the agency.
Kevin began his career at a Sacramento civil litigation boutique, where he represented public and private clients in complex civil litigation, employment disputes, constitutional challenges, and regulatory compliance. Across more than 16 years in outside counsel and in-house roles, he has built a practice around advising executive and board-level leadership in regulated industries.
