Holtzman Vogel Expands Tennessee Regulatory and Litigation Practice with Former Deputy Attorney General Kevin Kreutz

Holtzman Vogel, a nationally recognized law firm specializing in political law, regulatory matters, and high-profile litigation, today announced that Kevin Kreutz has joined the firm as a Partner in its Nashville, Tennessee office. Kreutz's practice will focus on complex civil litigation, constitutional challenges, government investigations, and regulatory enforcement, with particular emphasis on clients in the healthcare and financial services industries. His work spans state healthcare oversight, securities and insurance regulation, digital assets, and pension fund fiduciary matters.
This addition builds on Holtzman Vogel's continued growth in Nashville and across Tennessee, strengthening the firm's bench in healthcare and financial services, two of the state's most heavily regulated sectors. Kreutz brings more than 16 years of outside counsel and in-house experience advising executives and board-level leadership in highly regulated industries. He also joins the firm’s highly sought-after investigations practice, where he will counsel clients facing state regulatory investigations and enforcement actions. He brings experience gained both inside government and as counsel to major institutional clients.

Kreutz joins Holtzman Vogel from the Office of the Tennessee Attorney General, where he served as Deputy Attorney General and managing attorney over litigation teams representing the State in false claims litigation, constitutional challenges, and federal civil rights cases, supervising a docket of several hundred civil matters. He advised the Governor of Tennessee and the Tennessee Department of Health on risk management and performance metrics involving the nation's largest state-supervised healthcare system.
Earlier in his tenure, Kreutz served as an Assistant Attorney General in the Financial Division, advising and defending the Tennessee Treasury, the Department of Commerce and Insurance, the Department of Financial Institutions, and the Department of Economic and Community Development on financial services regulation, securities, insurance, and digital assets. He also served as lead litigation counsel to the State in a preemption challenge under the Employee Retirement Income Security Act (ERISA) to Tennessee's regulation of pharmacy benefit managers, a matter sitting squarely at the intersection of healthcare and financial regulation.
Before entering Tennessee state government, Kreutz spent nearly six years as senior in-house counsel to the California Public Employees' Retirement System (CalPERS), the nation's largest public pension fund, where he handled some of the fund’s highest profile matters, including challenges to public pension reform legislation, constitutional claims involving vested rights, and fiduciary duty disputes bearing on the plan's tax-qualified status. He advised executive leadership on litigation risk and compliance obligations and conducted internal employee investigations for the agency.

Kreutz holds a J.D. from Loyola Law School, Los Angeles, and a B.A. in Economics and a B.A. in Philosophy, cum laude, from Westmont College.
